"After the deadly shooting in Las Vegas, I directed [Sessions] to clarify whether certain bump stock devices like the one used in Las Vegas are illegal under current law," Trump said. "That process began in December, and just a few moments ago I signed a memorandum directing the attorney general to propose regulations to ban all devices that turn legal weapons into machine guns," Trump said. "I expect that these critical regulations will be finalized, Jeff, very soon." The proposed regulators would first have to be published in the Federal Register and be subject to public comment before they could be adopted. Semi-automatic weapons require a shooter to pull the trigger each time to fire a single round. But when those weapons are outfitted with a bump stock, the gun's recoil energy is used to "bump" the trigger into the shooter's finger, making it fire much faster. Disgraced diamond czar Nirav Modi on Tuesday wrote an email to his employees in India saying they should look for other jobs because he will not be able to pay them, with investigative agencies seizing the stock of all his companies and the income tax department freezing their bank accounts. Modi is also believed to have written, or will be writing to the Enforcement Directorate, CBI and the ministry of external affairs, which has suspended his passport. Following the registration of two FIRs against Nirav Modi, his maternal uncle Mehul Choksi, and their companies by the Central Bureau of Investigation on charges of defrauding Punjab National Bank of Rs 11,400 crore, the Enforcement Directorate (ED) started probing the money laundering aspect of the case and has so far seized gems, gold and other precious stones worth more than Rs 5,700 crore from companies and stores of the two.
Referring to the seizure by the ED, Modi, who left India on January 1 for an unknown destination, told his employees: “As of now, because of seizure and removal of all stocks in factories and showrooms, and freezing of bank accounts, we shall not be in a position to pay your dues, and it would be right on your part to look for other career opportunities.” Nirav began the email by saying that in view of the recent complaint filed by PNB accusing him of committing fraud, “our organization is suffering”. “I am also concerned at the speed with which events are moving which make me concerned about the fairness of the processes that are being followed,” he added, singling out the media and politicians for special censure.
This is Modi’s second communication after he was accused of committing the fraud. On February 15, he wrote to Punjab National Bank, accusing it of, in its zeal, crippling his ability to pay back his dues. Modi also claimed in that letter that his dues weren’t Rs 11,400 crore but much less. In his letter, Modi referred to the arrest of his accountant Hemant Bhatt by the CBI and said the latter was picked up, despite being 64 years old and suffering from heart ailments. The agency on Tuesday arrested five more executives of firms headed by Modi and Choksi. Besides the employees of the jewellery firms, the CBI has arrested five more serving or retired employees of PNB in the case (one suspended, one retired, and three serving). The agency on Tuesday questioned an executive director rank official of the bank in connection with its probe into the fraud, said CBI officials familiar with the development who asked not to be named.
The three serving employees of the bank were produced before a court and remanded to CBI custody till March 3. The other three arrested earlier have already been remanded to CBI custody till the same date. Modi, who designed jewellery for top Hollywood and Bollywood stars, said his operations have come to a standstill but that he will be taking legal recourse to restart them. “I hope that we will be able to re-associate ourselves in better days. But, I make it clear that I am committed to pay your past dues, if any, once I have access to stocks and the bank accounts,” added Modi.

A total of 38 MPs voted to accept the decree and forward it to the National Security Committee for evaluation. All opposition MPs boycotted the sitting, alleging it was held unconstitutionally, the report said.
At least 43 MPs need to be present at the Majlis chamber in order for the decree to pass, the report said. Majlis Majority Leader, MP Ahmed Nihan Hussain Manik expressed confidence that 43 MPs will be present when the Decree is called up for a vote.President Yameen declared the emergency on February 5 after the Supreme Court ordered the release of a group of Opposition leaders, who had been convicted in widely criticised trials. Among them was exiled ex-President Mohamed Nasheed. The court said his 2015 trial had been unconstitutional.
Under the emergency law, Yameen had two Supreme Court judges arrested, accusing them of corruption. Later, the remaining three judges annulled the order to release Yameen's opponents.
On Sunday, the judges also delayed their earlier order to reinstate 12 pro-opposition lawmakers who were expelled after siding with the opposition. Yameen's party would have lost a majority in Parliament had they been allowed to sit, AP reported. There has been an international condemnation of the government's moves, with the US and India expressing concern.
Nasheed has specifically appealed for diplomatic and military intervention from India. On February 16, External Affairs Ministry spokesperson Raveesh Kumar had said India had called on the government of Maldives to lift the state of emergency and restore the democratic process, including the functioning of the judiciary, which is "free of intimidation". "We have noticed that the Emergency in the Maldives is valid for the next few days and we will wait to see the steps which will be taken by the government of Maldives after this," Kumar.

Celebrity jeweller Nirav Modi, the alleged kingpin of the largest banking scam in the country's history, has said PNB's overzealousness shut the doors on his ability to clear the dues in a letter to the Punjab National Bank's management.Mr Modi also said the dues were much less than what the bank has claimed, and that his relatives booked in the cases filed by the central agencies had nothing to do with the operations of the firms under their scanner. In a letter Mr Modi wrote on February 15/16 to the Punjab National Bank management, a copy of which PTI has seen, he pegged the money his companies owe to the bank at under Rs. 5,000 crore.
"The erroneously cited liability resulted in a media frenzy which led to immediate search and seizure of operations, and which in turn resulted in Firestar International and Firestar Diamond International effectively ceasing to be going-concerns," he wrote in the letter. "This thereby jeopardised our ability to discharge the dues of the group to the banks," Mr Modi wrote in the letter. "In the anxiety to recover your dues immediately, despite my offer (on February 13, a day before the public announcement, and on 15) your actions have destroyed my brand and the business and have now restricted your ability to recover all the dues leaving a trail of unpaid debts," he said. The letter also refers to the extended discussions between him, and between his representatives and the bank officers, besides his emails of February 13 and 15, 2018. Nirav Modi left the country along with his family in the first week of January, before the alleged scam became public.
The PNB, the second largest state-run bank, had, on February 14, informed the exchanges about detecting a $ 1.77 billion fraud at its Brady House branch in Mumbai, and named the firms led by Mr Modi and his uncle Mehul Choksi Gitanjali Group, and some other diamond and jewellery merchants as suspects.Central government agencies the CBI and the Enforcement Directorate have registered cases on the complaint by the bank, and launched nationwide searches on dozens of offices and residences of the alleged fraudsters. The bank has named Nirav Modi's brother, his American wife Ami, and uncle Mehul Choksi besides some others in the FIR.
On the over Rs. 11,000-crore loss claimed by the PNB in the FIR, Mr Modi said, "As you are aware, this is entirely incorrect and the liability of the Nirav Modi Group is substantially less." He said that even after PNB's complaint was filed, he wrote to them in good faith asking them to sell or allow him to "sell Firestar Group, or their valuable assets, and recover the dues not just from Firestar Group, but also from the three firms." Valuing his domestic business at around Rs. 6,500 crore, he said, "This could have helped reduce/discharge the debt to the banking system," but added that this is not possible as all his bank accounts have been frozen and assets sealed or seized.
He went on to state that PNB had time and again acknowledged that the buyers credit facility has been extended by it to the three partnership firms for several years, and that there has been no default on the part of any of these firms over all these years. He said that money went through PNB all these years for the repayments of the advances given by the overseas bank branches under the buyers credit. "That Firestar International and Firestar Diamond International have never been in default to any bank, and the bankers are fully secured". He also said that PNB has over the years been earning bank charges to the tune of crores of rupees on the buyers credit facility extended by PNB to the three partnership firms and that PNB has extended the money to the firm's buyers as well from where also it has been receiving full payments, with interest and on time all these years.
On the valuables that CBI and ED searches yielded Rs. 5,649 crore, he said, "These, and other assets of the group and the three firms could have settled all the amounts due to banks. However, now that stage appears to have passed." He concluded by requesting the bank to "be fair, and support my efforts to make good all the amounts that are found due by my group to all banks." Owning up everything, he said the bank has wrongly named his brother, who is not at all concerned with the operations of the three firms or other companies. "My wife is not connected with any business operations at all and she has been wrongly named. My uncle is also wrongly named in this complaint since he has an independent and unconnected business and none of them are aware or concerned with my dealings with your bank." "Whatever may be the consequences I may face for my actions, the haste was, in my humble submission, unwarranted," Mr Modi concluded and requested the bank to permit him to pay the salaries to 2,200 employees from the balance lying in the current accounts of his firms.

And yet some VIP bank customers are looting this country. The self-help groups, those who run small businesses, and other commoners, are deprived of loans. And yet, special people are being given thousands of crores of rupees. Why this fraud? Why this fraud?” her tweet read. It was an apparent reference to the Rs 11,000-crore scam that struck Punjab National Bank Mumbai branch.
While in Jhargram, Mamata also said banks should extend cooperation to poor farmers, SHG members and small entrepreneurs to make them self-reliant and boost development. Responding to a government official who said the administration is trying to increase the loan amount for farmers and is holding talks with bank officials and the National Bank for Agriculture and Rural Development (NABARD), she said, “Hold talks with them (bank officials) again. Some people are getting thousands of crores as loan and weaker section of the society is not getting loans. This cannot go on and I will not keep quiet on this issue.”
On Thursday, the chief minister had demanded a thorough probe into the fraud. Claiming that people’s savings in banks are not safe, Mamata tweeted, “Look what happened at Punjab National Bank. A scam of more than Rs 11,000 crore. People’s savings are not safe. There must be a thorough, time bound enquiry.” The chief minister again slammed the Centre for depriving the state of its share of funds for various projects and demanded that the money be immediately released to keep these projects afloat in people’s interest.
“The Centre has stopped funds for ICDS and ASHA projects. Despite our financial constraints, we are running these projects with our own funds,” she said. She recounted her association with movements in Jangalmahal for its development: “There was a time when my Adivasi brothers and sisters survived on insect eggs. There was a reign of violence in Jangalmahal. Tourists did not come to this region.”
Mamata also said that her government has written to the Centre to enlist the Kurmi community in the Scheduled Tribes list. “Bills are also being brought to give recognition to Kuruk and Kurmali languages. A dictionary in Ol Chiki script would also come up soon,” she said. She also announced that a new scheme, ‘Ruposhree’, to help in the marriage of girls from poor families, would be launched from the next month. Those who received prizes during the Jangalmahal Sports Festival would be recruited as civic volunteers, she added.

Interior Minister Alfonso Navarrete said Friday’s quake caused some superficial damage to buildings in Oaxaca, but no deaths had been reported. The litigation in the Queen's Bench Division of the Commercial Court in England's High Court of Justice dates back to November 24, 2017, and lists 13 Indian banks as claimants - the State Bank of India, Bank of Baroda, Corporation bank, Federal Bank Ltd, IDBI Bank, Indian Overseas Bank, Jammu & Kashmir Bank, Punjab & Sind Bank, Punjab National Bank, State Bank of Mysore, UCO Bank, United Bank of India and JM Financial Asset Reconstruction Co. The freezing order relates to Mr Mallya and his concerns being restrained from removing from the jurisdiction any of their assets in the jurisdiction up to a limit of 145,000,000 pounds and in any way disposing of, dealing with or diminishing the value of any of their assets whether they are inside or outside the jurisdiction up to the same value.
A full hearing in the case, which falls under the UK's Foreign Judgments (Reciprocal Enforcement) Act 1933, is so far listed for April 12 and expected to last two days. The court order of additional living expenses comes in the wake of the UK-based tycoon suffering a legal setback when the UK High Court awarded Singapore-headquartered BOC Aviation an estimated $90 million in claims earlier this month against Vijay Mallya's now-defunct Kingfisher Airlines. Meanwhile, the Indian government's extradition case against Mr Mallya is set to come up for one of its final hearings before Chief Magistrate Emma Arbuthnot at Westminster Magistrates' Court in London on March 16, with a judgement expected in May.

"The Chinese government has never recognised the so-called Arunachal Pradesh and is firmly opposed to the Indian leader's visit to the disputed area," Mr Geng was quoted as saying by state-run Xinhua news agency. "We will lodge stern representations with the Indian side," he said.
Mr Geng said that China and India had reached important consensus on properly managing disputes, and the two sides were working to resolve the territorial disputes through negotiation and consultation. "The Chinese side urges the Indian side to honour its commitment and abide by the relevant consensus, and refrain from taking any action that may complicate the boundary question," Mr Geng said. He urged India to cherish the hard-won momentum of improvements in bilateral relations and create enabling conditions for the boundary talks and the development of bilateral relations. China routinely protest visits of Indian leaders to Arunachal Pradesh and reiterates its claims over it.

At least 17 people, including students, were killed after a former student opened fire at a Florida high school, law enforcement officials said on Wednesday. The shooting suspect, identified as Nicolas Cruz, has been taken into custody. The FBI is assisting local officials in the investigation. “Nicolas Cruz was the killer. He is in custody. We already began to dissect his websites and social media that he was on ... some of the things that come to mind are very, very disturbing,” Broward County Sheriff Scott Israel told reporters at a news conference in Florida. Cruz, 19, was a former student of Marjory Stoneman Douglas High School in Parkland, Florida, where the shooting took place. Israel said Cruz got expelled from the school for disciplinary reasons. The suspect had countless magazines, he added.
“At this point, we believe he had one AR-15 rifle. I don’t know if he had a second one,” the sheriff said in response to a question. The suspect was treated and released to the police. Of the 17 dead, 12 were inside the building, two were shot dead just outside the building, one was on a street outside the school, and two people lost their lives at a hospital. Israel, however, could not confirm the number of victim students.
The school has a large number of Indian-American students and at least one student from the community has been injured in the incident. The student, a ninth grader, sustained minor injuries as he was hit by splinters. He is being treated at a hospital. “This is a sad day for the country and the community. We all Indian-Americans are praying for the victims,” Shekar Reddy, whose friend’s son was among those injured in the mass shooting. Authorities said several victims were being treated in the hospital. Three of them are in critical conditions and another three in stable condition.

Cyclone Gita brought winds of up to 275 km per hour and heavy rain across Ono-I-Lau and Vatoa, Fiji’s southernmost islands, knocking out communications, although Fiji’s National Disaster Management Office said early reports showed limited damage. “The only reports received of damage to homes are from Ono-i-Lau. Three homes have been completely destroyed and four damaged. Overall, damage to infrastructure has been minimal,” Anare Leweniqila, director of Fiji’s National Disaster Management Office, told Reuters.
Leweniqila said crops on both islands had been damaged, but Fiji’s most populated centers escaped serious harm as Cyclone Gita passed south of Fiji’s capital, Suva. Gita caused extensive damage in Samoa and American Samoa at the weekend, and hit Tonga hard on Monday night, causing widespread destruction and flooding. Forecast tracking by Tropical Storm Risk had the cyclone moving westwards and then heading south, avoiding New Caledonia.

Pakistan president Mamnoon Hussain has signed an ordinance aimed at reigning in individuals and organisations like the LeT, Al Qaeda, JuD and Taliban, which have been banned by the UN Security Council, a media report said on Monday. The ordinance amends a section of the Anti-Terrorism Act (ATA), enabling the authorities to take action against the UNSC-proscribed individuals and terror outfits, like sealing their offices and freezing their bank accounts, The Express Tribune reported.
The sources in the National Counter Terrorism Authority (NACTA) confirmed the new move, saying the ministries of Interior, Finance and Foreign Affairs as well as NACTA's Counter Financing of Terrorism (CFT) wing are working together on the matter. An official in the presidency familiar with the development confirmed the said legislation but refused to share details, saying the ministry of defense was the notifying authority. "The relevant ministry will notify and comment on it," the official said.
A major impact of the new ordinance would be the proscription of Hafiz Saeed-linked JuD and FIF along with the UN listed outfits of Al Akhtar Trust and Al Rashid Trust, the Dawn reported.It is learnt that the authorities are bound under international obligations to take measures against such outfits under the framework of the Financial Action Task Force (FATF) an international body that combats money laundering and terrorist financing.The UNSC sanctions list includes Al-Qaeda, Tehreek-e- Taliban Pakistan, Lashkar-e-Jhangvi, Jamaat-ud-Dawa (JuD), Falah-e-Insaniat Foundation (FIF), Lashkar-e-Taiba (Let) and others.
In December last year, the government had planned to take over two charities belonging to Hafiz Saeed the JuD and the FIF and an action plan in this connection was supposed to be submitted. Last month, the government had also banned companies and individuals from making donations to the JuD, the FIF and other organizations. Jundullah was the last organization declared "proscribed" by the government of Pakistan on January 31, 2018 on the NACTA website. However, the JuD and the FIF continue to be on the NACTA "watch list".
Lashkar-e-Taiba was declared a banned organization under the UNSC resolution 1267 in 2005. The US State Department in 2014 had named the JuD as a "foreign terrorist organization", a designation that freezes assets the organization has under the US jurisdiction. India also blamed JuD leader Saeed for the Mumbai attacks of November 2006, but Pakistan argues that New Delhi has failed to provide incriminating evidence against him, the report said.

The political uncertainty hurt sentiment on the Colombo Stock Exchange index, pushing it down 0.37 percent at close. Sri Lanka’s rupee fell 0.5 percent to hit a record low of 155.00/20 per dollar, surpassing its previous all-time low of 154.60/70 hit last week.
Rajapaksa’s campaign targeted an uptick in inflation, higher taxes imposed by the government and its moves to privatize state assets.“To overcome this economic crisis, we are urging the government to hold parliamentary elections immediately in order to set up a stable government,” Rajapaksa said.As the surprise results came out over the weekend, political analysts said there was a possibility that some lawmakers from Sirisena’s party, which performed the worst, could defect.Rajapaksa, who was accused of corruption, nepotism, and mismanagement of the economy during his term, has since rallied his support base of rural Sinhala Buddhists to make a political comeback.

The All India Muslim Personal Law Board, the apex body of the Indian Muslims, yesterday declared that Muslims will not give up Babri Masjid and that struggle for its reconstruction will continue.The board reiterated its stand in ‘Hyderabad Declaration’ passed on the third and final day of its 26th plenary here.“Babri Masjid is an essential part of faith in Islam and Muslims can never abdicate the masjid nor can they exchange land for masjid or gift the masjid land. Babri Masjid is a masjid and it shall remain a masjid till eternity,” said a statement released by the board.
This assumes significance as an executive member of the board, Maulana Salman Husaini Nadvi had mooted a formula after meeting Hindu leader Sri Ravi Shankar on Friday that the land on which Babri Masjid stood till December 6, 1992, be given for building a temple. He suggested that an alternate land be allocated for the construction of a mosque and an Islamic university.Facing flak from board members for his controversial formula against the board’s stand, Nadvi, an eminent cleric, did not attend the plenary on the second day yesterday and announced his “disassociation” from the board. The board yesterday accepted his “disassociation” and announced that he was no longer a member.“By demolishing Babri Masjid, it never loses its identity as a masjid. And according to Shariah, it always remains a masjid,” said the statement read out by the board’s executive member Kalam Faruqui at a news conference.
“Without any doubt, we make it clear that the struggle for the reconstruction of Babri Masjid continues and the appeal in the Supreme Court is being fought rigorously with all the resources available at the disposal of the board. The country’s topmost lawyers are appearing on behalf of the Muslims and we believe that Almighty Allah will make us successful in the Supreme Court,” it added.The action against Nadvi, a member of the board’s executive committee, came on the proposal of a four-member committee. Board secretary Zafaryab Jilani told reporters that the committee’s proposal was accepted unanimously at the general body meeting.
Jilani, a member of the Babri Masjid committee of the board, said Nadvi proposal was against the consistent stand of the board that the land of mosque can never be sold, gifted or exchanged and that the matter should be decided by the Supreme Court.Nadvi had attended the executive committee meeting on Friday night and some members demanded action against him for speaking publicly against the board’s stand. Jilani said Nadvi was given an opportunity to clarify but he stood by his stand.The next day he did not attend the plenary and in an interview, reiterated his proposal and made allegations against the board. He also announced that he will form a separate body.Asked why no action was taken against vice president Maulana Kalbe Sadiq for mooting a similar proposal last year, the board leaders said he had retracted his statement.
Jilani said the board had not authorised any of its members to meet Ravishankar or any other Hindu religious leader for talks on Ayodhya dispute. He said some members may have met them in their personal capacity. “I also met him (Ravishankar) in 2002 and asked him to send the proposal for resolution of the issue to the board president and general secretary but he did not send any proposal,” he said.Jilani said the board at its Lucknow meeting in April last year clearly stated that there was no possibility of any settlement through negotiations and the issue should be decided by the Supreme Court.Jilani said Haji Mahboob, a petitioner in Ayodhya case met Ravishankar but he did not favour surrendering Babri Masjid land.
Executive committee member Kalam Faruqui denied that he met Ravishankar in Delhi last year.
Board secretary Maulana Khalid Saifullah Rahmani said that all Islamic schools of thought were unanimous that the land on which a mosque is built can’t be given for temple or for any other purpose and that it remains a mosque for eternity.He said some people in Hanbali sect are of the opinion that if an area is deserted and ‘namaz’ is not being offered in a mosque, it will not remain a mosque. “There are 5,000 Muslims in Ayodhya and namaz was offered in Babri Masjid till the night when some people kept idols there,” he said.

A passenger plane carrying 71 people crashed minutes after take-off from Moscow's Domodedovo airport killing everyone on board.Saratov Airlines Flight 703 went down on Sunday near Ramenskoye town, about 40 km from Moscow's second-largest airport.Maxim Sokolov , Russia's transportation minister, confirmed there were no survivors.The Antonov An-148 aircraft had 65 passengers and six crew members on board when it went down.The plane was heading from the Russian capital to Orsk city, about 1,500km away, near the border with Kazakhstan.It was not immediately clear what caused the crash."Witnesses said they saw a burning plane falling out of the sky," said Al Jazeera's Rory Challands, reporting from Moscow.Russian investigators said "no reports about technical malfunctions were received from the plane's crew" ahead of the crash.
The Russian transport ministry was investigating possible causes including weather conditions and pilot error, Interfax news agency said.Russian President Vladimir Putin extended his condolences to those who lost relatives in the crash."The president has instructed the government to set up a special commission over the plane crash in the Moscow region," Tass news agency quoted Putin's press secretary Dmitry Peskov as saying.
A source from the emergency services told Interfax the airplane had been manufactured less than eight years ago.Saratov Airlines is one of a number of small regional airlines operating in Russia.Plane crashes are not uncommon in Russia.In December 2016, a military plane carrying Russia's Red Army Choir went down after taking off from the Black Sea resort of Sochi, killing all 92 people on board. A woman today delivered her baby outside the emergency ward of a civil hospital after the staff allegedly denied her admission into the labour ward for not carrying her Aadhaar card, her family members said.After the incident came to light, Gurgaon Chief Medical Officer Dr BK Rajora said a doctor and a staff nurse were suspended from duty."We have started an internal inquiry to find if other employees were involved," Dr Rajora added.
The patient, identified as Munni Kewat, a 25-year-old woman, was taken to the hospital by her husband and others after she experienced labour pain this morning. "We reached the hospital at around 9 am and went to the casualty ward. The staff directed us to go to the labour ward. When we reached there, the staff there asked for my wife's Aadhaar card for admission," Arun Kewat, the woman's husband said.
Mr Kewat claimed he offered to give them the Aadhaar number as he was not carrying the physical card, and said he would provide a copy of the card later. "A lady doctor and some nurses present at the labour ward demanded a hard copy of the Aadhaar card and said that she would be admitted only on presenting the card. I asked my relatives to stay with my wife and went to get a printout of the card," he said.
The family then took the woman to the casualty ward, where they were denied entry, Ram Singh, a relative of the woman said. "I went with Munni to the casualty ward but the staff did not allow her to sit there. They threw us out. Munni was already in severe labour pain and delivered the baby on the floor outside the gate of emergency ward," Mr Singh added.
The entire episode was being filmed by other patients, but the hospital staff did not bother to come to her help, the relative said.The staff allegedly came to Munni's rescue only after she had delivered the baby and there was blood all over the floor, Mr Singh added.After her ordeal was over, the family members protested against the inhuman treatment meted out to the woman by the hospital staff and demanded strict action against them, following which a doctor and a nurse were suspended.

As a result of the drive, more than 13,000 employees out of about 13 lakh employees were found to be on unauthorised absence for a long time,” the railways said in a statement. The establishment has initiated disciplinary action under the rules to terminate the service of such absentees. “Railways have instructed all officers and supervisors to weed out these employees from the employees’ rolls after following due process,” the statement stated.

In addition to "production bottlenecks" limiting the total production of J-20s, "the high temperatures, humidity and brine corrosion there will render the J-20's stealth coating ineffective after prolonged exposure to such an environment," the publication notes.
The J-20s and Su-35s can be stationed on China's collection of "unsinkable aircraft carriers" thanks to Beijing's prolific island-construction and land reclamation efforts in the South China Sea, which has included the construction of airstrips and hangar facilities."The J-20 will also change the history of the air force in the Asia-Pacific region. "Finally, the leaders agreed to strengthen security and economic cooperation as they look forward to the '2+2' ministerial dialogue between their defence and diplomatic officials in April," the White House said.The '2+2 dialogue' was announced after the White House meeting between Modi and Trump in June 2017.The dialogue would involve External Affairs Minister Sushma Swaraj and Defence Minister Nirmala Sitharaman from India along with their American counterparts Secretary of State Rex Tillerson and Defense Secretary Jim Mattis.

Describing the trial a “complete success”, they said that all the mission objectives were met during the test. “The trajectory of the trial was tracked by a battery of sophisticated radars, telemetry observation stations, electro-optic instruments and naval ships right from its launch till the missile hit the target area with pin point accuracy,” the people said.The sophisticated Agni-I missile is propelled by a solid rocket propellant system and is equipped with a specialised navigation system that ensures it reaches the target with a high degree of precision, they said. The missile, which has already been inducted into the armed forces, has proved its performance in terms of range, accuracy and lethality, the people said.
Weighing around 12 tonnes, the 15-metre-long Agni-I can carry payloads up to 1,000 kg and is capable of hitting a target beyond 700 km. The missile is also capable of carrying nuclear warheads. The Agni-I was developed by the Advanced Systems Laboratory (ASL) in collaboration with the Defence Research Development Laboratory (DRDL) and the Research Centre Imarat (RCI).The missile was integrated by the Bharat Dynamics Ltd, Hyderabad. The ASL is the premier missile development laboratory of the Defence Research and Development Organization (DRDO).

External Affairs Minister Sushma Swaraj on Friday assured India's support to Nepal in its efforts towards attaining political stability and development after the successful conclusion of parliamentary and provincial elections.Swaraj's remarks came during her talks with CPN-Maoist Centre chairman 'Prachanda'."We will extend full cooperation to Nepal in attaining political stability and development," Swaraj, who arrived here yesterday on a two-day visit, said.
"We discussed about the situation emerging after the conclusion of the elections and the preparation for formation of new government," said Prachanda, whose party formed Left Alliance with CPN-UML during the recently held elections in Nepal."I told Swaraj that we want political stability and development for which we need cooperation from the neighbours. Swaraj assured that India will extend full cooperation to Nepal in her efforts towards attaining political stability and development," Prachanda said.
The Maoist chief said Swaraj was curious to know about the political developments taking place in Nepal."The talk we had was very positive and constructive. She also congratulated the Left Alliance for gaining victory during the recently concluded elections," he said. Swaraj also called on President Bidya Bhandari.She will also call on Prime Minister Sher Bahadur Deuba and meet other political leaders today before leaving for Delhi. Swaraj yesterday held one-on-one talks with CPN-UML chairman K P Sharma Oli, who is likely to be the next prime minister, and prominent leaders of Madhesi parties.
Swaraj congratulated Oli for the victory of the Left Alliance in the recently concluded elections and expressed willingness to work with the new government.Oli said his party is eager to work in collaboration with neighbouring countries and would forge partnership with India to move forward the country towards the path of economic prosperity.

But it's not possible until the agricultural growth is 12 percent. Until we achieve that, it is just a hollow assurance,' Congress leader Ghulam Nabi Azad quoted Singh as saying after a meeting of opposition parties in New Delhi. 'The fiscal deficit seems to have increased,' the former prime minister said. Earlier yesterday, Singh said it was to be seen how the government would fulfil its promises. 'I do not think I can blame the budget for being motivated by scoring points in elections, but what worries me is that the fiscal arithmetic is at fault," he told. When asked if the budget was reform-oriented, the former PM said the word 'reform' has been used and abused too many times. 'I don't want to comment on it,' he said, asking whether the farm crisis is a thing of the past and if not, what the strategy to deal with it is.

Castro Díaz-Balart was born during his father's brief first marriage to Mirta Díaz-Balart, the daughter of a prominent pre-revolution politician.His maternal family went on to become prominent figures in the anti-Castro community in Florida. His cousin Mario Díaz-Balart is a US congressman.The television announcement said his funeral would be planned by his family, but no further details were given.His father, Fidel Castro, a revolutionary figure and one of the world's longest serving political leaders, died at 90 in 2016.

The building lacked sprinklers, which were not compulsory for the type of facility, Kyodo said.

The former Union minister, whose book was released by ex-president Pranab Mukherjee, said one can artificially construct the appearance of a simultaneous election by advancing some elections and postponing some, and one could hold parliamentary election and elections to five or six states, but not in all the 30 states. "What if a government falls tomorrow? Will you put it under President's rule for four years? It can't be done," he said.
President Kovind had, in his maiden address to the joint sitting of the two houses of Parliament yesterday, made a strong pitch for simultaneous elections to the Lok Sabha and state Assemblies, and called for a consensus among political parties on the issue.He said frequent polls posed a "huge burden" on resources and impeded the development process. Prime Minister Modi has been pitching for this for some time now and urged political parties to arrive at a consensus after debating the issue.

“In general, it was a good year for all W10 (wealthiest 10) markets, thanks to strong global stock market gains—the MSCI world index was up 23% and the Dow Jones (DJIA) was up 26% during the year (in US dollar terms),” the New World Wealth report said, adding “wealth held in China, India, USA, Japan and Australia all grew strongly over the past year”.According to the New World Wealth report, India was the best performing wealth market globally in 2017 as its total wealth rose 25% from $6,584 billion in 2016 to $8,230 billion in 2017. China’s wealth during the year saw an increase of 22% and global wealth rose by 12% (from $192 trillion at the end of 2016 to $215 trillion at the end of 2017).
Over the past decade (2007-2017), India’s total wealth increased from $3,165 billion in 2007 to $8,230 billion in 2017, a jump of 160%. The report further noted that India, is home to 330,400 HNWIs (high net-worth individuals), ranking it ninth in this aspect. The US topped the list with 5,047,400 HNWIs.High net-worth individuals are those with $1 million or more in net assets.India is also home to 20,730 multimillionaires, the seventh largest in the world. India has 119 billionaires, the third-highest after the US and China, the report said.

She was apparently irked by the jingoistic English news channels which questioned the Jammu & Kashmir police for registering an FIR against the Indian army’s 10th Garhwal unit over the killing of two civilians in south Kashmir’s Shopian district on Saturday.The J&K police had registered an FIR against the army unit charging them with murder, attempt to murder and endangering life after two civilians, both in their 20s, were killed when army opened fire on protesters.In another tweet, Mehjoor said, “Harbouring hate kills ur heart first before it damages ur enemies.... replace hate with love n u will find peace within u...”
Earlier, the Centre’s Special Representative on Jammu and Kashmir, Dineshwar Sharma, had requested Union Home Minister Rajnath Singh to convene a meeting with certain television news channels to ask them to be careful against spreading “vicious propaganda” against Kashmiris.

The Sanjay Leela Bhansali-directed Padmaavat has been banned in Malaysia by the country’s censor board as the film touches on the “sensitivities of Islam”.The chairman of National Film Censorship Board (LPF) Mohd Zamberi Abdul Aziz has said the lavishly-mounted film was not cleared as it might offend the Muslims in the country.“The storyline of the film touches on the sensitivities of Islam. That in itself is a matter of grave concern in Malaysia, a Muslim-majority country,” Aziz was quoted as saying by Free Malaysia Today.
The film, starring Deepika Padukone, Shahid Kapoor and Ranveer Singh, is based on the 16th century epic, Padmaavat by poet Malik Muhammad Jayasi.The film faced controversy at home as well after various Rajput groups accused Bhansali of “distorting historical facts” with the portrayal of queen Padmavati, a claim repeatedly denied by him.
According to the report, Aziz said the distributors of the film had filed an appeal against the ban which would be taken up by the Film Appeals Committee on January 30. “Currently, LPF is unable to provide further comments as the film distributor has submitted an appeal to the appeals committee.“Therefore, further comments will only be issued after the appeals committee has made its decision,” Aziz said.
The film was released on January 25 in India after the Central Board of Film Certification (CBFC) cleared it last month with a ‘U/A’ certificate and five modifications, including title change from Padmavati to Padmaavat.In Pakistan, the censor board cleared film without any cuts for screening with a ‘U’ certification.

At least 15 people were killed in a blaze at a hospital in South Korea on Friday, authorities said, with 11 more critically injured. Video footage and pictures showed a helicopter flying above the building in Miryang, engulfed by heavy grey smoke and surrounded by multiple fire trucks. The national fire agency told AFP that 15 people had been confirmed dead, 11 were in critical condition, and 40 more were injured.
“Two nurses said they had seen fire suddenly erupting in the emergency room,” said fire chief Choi Man-Woo, but the cause of the blaze was not immediately known. All the patients had been evacuated from the hospital and a nursing home in the same building, he added. “The victims came both from the hospital and the nursing home. Some died on their way to another hospital.”
Around 200 people were in the Sejong Hospital building when the fire broke out, police said. The fire came only a month after 29 people were killed in an inferno at a fitness club in the South Korean city of Jecheon — a disaster blamed on insufficient emergency exits, flammable finishing materials and illegally parked cars blocking access to emergency vehicles.

The 2018 edition of the Women’s World T20 will be hosted by Antigua and Barbuda, Guyana and St Lucia from November 9-24, the ICC announced on Tuesday. Hosts West Indies will defend the title they won with an eight-wicket victory over Australia in Kolkata in 2016. Stafanie Taylor, who was named as captain of the ICC Women's T20I Team of the Year 2017, won the player of the series award in India and is expected to once again lead the Windies in front of a passionate home crowd. The three venues were selected by Cricket West Indies through a bidding process and have been ratified by the ICC.
The preliminary round matches will be held at the Guyana National Stadium and Daren Sammy Stadium in St Lucia, while Sir Vivian Richards Stadium in Antigua and Barbuda will stage the two semi-finals and the final. ICC Chief Executive David Richardson said: “Windies women are the reigning champions and I've no doubt they ll be looking to defend their title on home soil. We are keen to build on the momentum from this summer s Women s World Cup and I'm sure the players can rely on a warm welcome from the legendary cricket fans in the West Indies and we're all in for a great experience in the Caribbean,” he said.
Windies captain Stafanie Taylor added: “As captain of the defending champions, we are keen on defending our title and since we know we will be at home, we want to use this as an opportunity to welcome the world to the region for top-class competitive Women’s cricket.” The hosts will be joined by Australia, world champions England, New Zealand, India, Pakistan, South Africa and Sri Lanka who have all achieved qualification.

The November event in the Caribbean will be the first stand-alone ICC Women's World Twenty20 after the past five events were played alongside the men s event.
The Caribbean hosted the World Cup in 2007 and then staged the World T20 in 2010 when the league matches of the women's tournament were played in St Kitts, while St Lucia hosted the two semi-finals. "We are not here to moan about the tracks because like I said at the start of the game both teams play on the same surface. The good thing though is people won't crib and moan when matches in India get over in two and a half days. Neither will they ask me what kind of track are you playing on. In hindsight, I would say another ten days of practice here would have made a difference. But that’s no excuse. The pitch we play on, it’s the same for both sides and I would rather focus on the 20 wickets we have taken. That has given us a chance in both test matches to win games. Yes our top order, if we can fire, it will be a good test match." said Shastri, addressing the media on Monday.
Shastri added that it is something which will be taken care of in the future tours, "Unfortunately, the schedule was such that you had matches. But am sure henceforth in the future when itineraries are made that will be taken into account, there is absolutely no doubt about that. You get there couple of weeks earlier and prepare." he added.The Indian coach rued his team's missed opportunities where they let the chance to put South Africa under pressure slip but was hopeful of a good showing in the final Test. "Virat Kohli is a fantastic batsman. I was asked to name three top cricketers and I included Kohli in that list. He is a very very good player. When I see him score runs in England, I would call him a great player. I like people who score runs everywhere. He is an extremely good player," Holding told Mumbai Mirror.Holding believes Kohli is emotional about is cricket and needs to further improve his captaincy.
"But as a captain, he has some work to do. I don't want to condemn him too much because I like to have my own way as a captain. I like to be given the team I want all the time. But it is still not the right way to go. There got to be discussions with the wiser heads from time to time, come to conclusions and flesh out different arguments. I get an impression that he is getting what he wants. "He is very emotional about his cricket. He means everything he wants to do. In time he will learn. "It's the first time winning the Garfield Sobers Trophy, and it's a huge honour for me," Kohli said in a statement. "It's probably the biggest of all in world cricket and two Indians getting it back-to-back makes it more special." Kohli was also crowned the world's best one-day batsman, winning that title for the second time since 2012.
During the voting period from 21 September 2016 to end-2017, Kohli scored 2,203 Test runs at an average of 77.80 including eight centuries. He accumulated 1,818 runs in the one-day format including seven centuries. He entered a shop looking for cover but they followed him. The accused fled after he collapsed, leaving a profusely bleeding Vikas behind,” a witness was quoted. The decision paves the way for airlines to offer these services once they meet certain security norms. While internet can be provided from the moment a plane taxies and personal electronic devices (PEDs) put on "flight mode", mobile phone services will be allowed when aircraft are flying above an altitude of 3,000 metres. The operation of MCA (mobile communication on aircraft) services has a minimum height restriction of 3,000 metres in Indian airspace to ensure its "compatibility with terrestrial mobile networks".
"We have allowed both mobile communication on aircraft (MCA) and onboard internet as IFC in Indian airspace. Now it is up to airlines which one of these to offer," said a Trai official. Most airlines globally offer Wifi on board as allowing mobile calls is seen as "too much of a nuisance" for fellow travellers.The final nod comes almost three years after the aviation ministry first mooted the idea. No Indian airline, however, has said if and by when they will offer IFC on their flights. Vistara said it "continually reviews (its) product offerings and this will be reviewed as part of that process".
Foreign airlines which already provide IFC but had to switch the same off in Indian airspace also did not say if they will now provide it on flights to, from and over India. Trai has recommended a separate category of "IFC service provider" which will be "required to get itself registered with the department of telecom and it need not necessarily be an Indian entity". Also, the regulatory requirements could be the same for both Indian and foreign airlines for offering IFC services in Indian airspace.
"To promote the adoption of IFC services in Indian airspace, the IFC service provider should be imposed a flat annual licence fee of a token amount of Re 1. " However, the same may be reviewed and amended at a later stage, if need be," Trai says. A uniform framework will cover all types of aircrafts - schedule airlines, charters and business jets. "The deployment of a gateway in India provides an effective mechanism to intercept and monitor the in-cabin internet traffic while the aircraft is in Indian airspace. The onboard internet traffic must be routed to a satellite gateway on Indian soil. Such an obligation should be imposed regardless of whether the satellite in question is an Indian satellite system or not," Trai says.

Abbasi said in an interview with Geo News channel that was aired on Tuesday night.Responding to a question on the Indian Army chief’s remarks about calling Pakistan’s “nuclear bluff” and possible cross-border operations, Abbasi said: “The Indian Army chief will not speak in favour of us. It is a fact that Pakistan has nuclear capability and we have demonstrated it, and there is need for India to understand that (when) there are violations of the Line of Control, these things will not go without retaliation.“It is necessary for both countries to stay away from escalation,” he added.
Referring to the Indian army chief’s remarks, he said, “If they believe on the other side there will be some political benefits and they keep making statements, as their military leadership has done, this has never been good for peace.”Asked why Pakistan was not taking action against Hafiz Saeed despite pressure from India and the US, Abbasi said: “There is no case against Hafiz Saeed sab in Pakistan. If there was a case, action would be taken. This is an issue that comes to the fore repeatedly but there is no truth in it.”Saeed was placed under house arrest for 10 months last year, largely because of pressure from the Paris-based Financial Action Task Force (FATF), which is currently looking into Pakistan’s efforts to crack down on terror financing. The US was angered by the release of the alleged mastermind of the 2008 Mumbai attacks and warned there could be retaliation if Pakistan does not re-arrest and prosecute Saeed.
In response to another question on Saeed’s efforts to enter the political mainstream with his Milli Muslim League party, Abbasi said the Election Commission alone would decide on the party’s registration according to existing guidelines. “The government doesn’t interfere in that,” he said.Abbasi also said there has been no change in Pakistan’s stance that Kashmir remains the “core issue” with India. “On our core issue, there are no two opinions – our views are what they were on day one,” he said.“We have always said the doors are open for talks but in a dignified and respectable manner, in which there can be a meaningful dialogue without compromising on the core issue of Kashmir,” he said. Abbasi said there was “nothing new” about the reported secret meetings between the National Security Advisers of India and Pakistan. “This sort of meetings keep happening, this is not something new and such meetings help in understanding each other’s positions and to convey messages,” he said.

Chief economic adviser Arvind Subramanian said, "The learning outcomes of boys and girls are similar but in the age group of 14-18, the wedge is opening up between boys and girls". But the report also says that while the ability of students to understand simple English improved with age, the ability to understand math still remained poor. Union Minister for Minority Affairs Mukhtar Abbas Naqvi on Tuesday announced the Centre would phase out subsidies for the annual Haj pilgrimage, two months after his Ministry had taken the decision. “It is part of the Modi government’s efforts to empower minorities with dignity and without appeasement,” he told a media briefing at the BJP headquarters here.
The Centre’s decision followed a 2012 Supreme Court order asking that subsidies for the Haj be phased out by 2022 and the money saved (around ₹450 crore annually) diverted to more welfare-oriented activities. Political parties reminded the government of the caveat in the court order that the funds should be spent on welfare. In November Mr. Naqvi told that his Ministry and the government had a larger responsibility towards the minorities and the money saved from the Haj subsidy withdrawal would be used for the education of the girl child.
A new Haj policy, formulated by a committee headed by former bureaucrat Afzal Amanullah had also suggested that women Hajis be allowed to perform the pilgrimage without male escort, or mehram. In a first, a batch of over 1300 women will perform the annual pilgrimage of Haj from India without a mehram this year. “Woman Haj assistants would accompany them and arrangements have been made,” Mr. Naqvi said.

The Supreme Court on Tuesday termed as ‘absolutely illegal’ any attack by khap panchayats or associations against an adult man and woman opting for inter-caste marriage. A three-judge bench of the apex court headed by Chief Justice of India Dipak Misra, comprising of Justices A M Khanwilkar and D Y Chandrachud, observed that an adult girl or man can enter into marriage and no society, parents or panchayat can stop them.
The court was hearing a petition against Khap panchayats, where it asserted that if the Centre does not act towards banning them, then the court will step in. The bench also asked the Centre to give its response on suggestions earlier given by amicus curiae (friend of the court) Raju Ramachandran on ways to prevent harassment and killing of young couples in the name of family honour for marrying inter-caste or intra-clan (gotra).
“Whatever the amicus curiae says about khap, we are not concerned with that. What we are concerned is that if an adult girl or boy gets into marriage, no khap, no individual or no society can question them,” the bench observed. The bench told the Centre that it will not give its suggestion on the suggestion given by amicus curiae, assisting the court in the matter, and the court would contemplate passing an order based on the amicus’ suggestion.The apex court had earlier sought suggestions from an NGO ‘Shakti Vahini’, amicus curiae and ‘Khap Panchayats’ on the issue.
Khaps are caste or community organisations in villages which at times act as quasi-judicial bodies and pronounce harsh punishments based on regressive and age-old customs and traditions.

The Tehreek-e-Taliban Pakistan or TTP has for the first time claimed responsibility for the assassination of former Pakistani Prime Minister Benazir Bhutto in a new book written by Taliban leader Abu Mansoor Asim Mufti Noor Wali. Ms Bhutto was killed in a suicide attack in Rawalpindi shortly after she addressed an election rally on December 27, 2007 and members of the then military regime of General Pervez Musharraf had blamed the TTP for it. The outfit had so far maintained silence over the assassination.
No group had claimed responsibility for Ms Bhutto's murder until the claim in "Inqilab Mehsood South Waziristan - From British Raj to American Imperialism." The book says suicide bombers Bilal, who was also known as Saeed, and Ikramullah were tasked to carry out the attack on Ms Bhutto on December 27. "Bomber Bilal first fired at Benazir Bhutto from his pistol and the bullet hit her neck. Then he detonated his explosive jacket and blew himself up among the participants of the procession," Daily Times on Monday quoted the book as saying. After Ms Bhutto's assassination, the Musharraf regime had released an audio conversation purportedly between the two Taliban men talking about Ms Bhutto's death.
The book also claims that the Taliban was behind another attack on Ms Bhutto, carried out by two suicide bombers in October 2007 in Karachi, in which nearly 140 people died.
"Despite attacks on Benazir Bhutto's procession in Karachi, the government had not taken appropriate security measures that made it possible for the attackers to have easy access to Benazir Bhutto in Rawalpindi," claims the book. The book says that Baitullah Mehsud, the then head of the TTP, who was killed in a US drone strike in 2009, had approved the attack on Ms Bhutto's procession in October 2007, when she returned to Pakistan to lead the campaign for the 2008 parliamentary elections.
"The return of Benazir Bhutto was planned on the behest of the Americans as they had given her a plan against the Mujahideed-e-Islam. Baitullah had received information of the plan. So when Benazir Bhutto arrived in Karachi, two suicide bombers Mohsin Mehsood and Rehmatullah Mehsod carried out attacks on her procession at Karsaz area of Karachi," the book claims.Musharraf had been formally charged in the case by an anti-terrorism court in Rawalpindi in August 2017. The ATC also declared Musharraf an absconder in the case. Musharraf has denied any involvement in Ms Bhutto's assassination on a number of occasions.
The book also mentions that the investigating bodies had held the outfit responsible for Ms Bhutto's killing but they had denied their involvement until 27 December 2017, on her 10th death anniversary. It presents no reason why the TTP changed its stance.The book, according to Daily Times, covers the TTP's history, its attacks, military operations in the tribal regions, TTP's activities in Afghanistan, tribal system, Mehsood tribe role in the TTP, TTP operations in Karachi and its campaign against polio vaccination.

"These are not issues to be taken lightly. There must not be any misadventure based on miscalculation. Pakistan is fully capable of defending itself," he said in a second tweet. This all comes after Inter-Services Public Relations (ISPR) Director General Major General Asif Ghafoor reacted to Gen Rawat's statement and said such statements were unbecoming of a person of his stature.
"We believe COAS is a very responsible appointment and four-star is a rank with age-long experience and maturity," the Geo TV quoted Ghafoor as saying.Ghafoor further stated that Pakistan has a credible nuclear capability, exclusively meant for the threat from the east. "But we believe it's a weapon of deterrence, not of choice."

United States State Department Spokesperson Heather Nauert said the embargo would remain in place until Pakistan takes action against the Afghan Taliban and the Haqqani network. The announcement came after United States President Donald Trump made a scathing remark against Pakistan and accused it of lying and deceiving while receiving billions in aid.

Female customers currently represent 80 percent of Uber's Saudi rider base and 70 percent of business for its Dubai-based counterpart Careem, according to statistics shared with CNN by both companies.The apps are a lifeline to women with no independent way to get around the Kingdom.
All drivers employed by the two firms are male -- mostly Saudi nationals driving their privately-owned vehicles.Following the ground-breaking royal decree that announced plans to lift the ban on women driving in September 2017, both companies have been preparing to hire their first female drivers.

Bouncing back strongly from its recent failure, the Indian Space Research Organisation (ISRO) on Friday successfully launched the Polar Satellite Launch Vehicle (PSLV-C40) from Satish Dhawan Space Centre (SDSC) in Sriharikota.The PSLV -C40 successfully placed Cartosat-2 series satellite into sun synchronous orbit, Isro said.
“ISRO is starting 2018 with the successful launch of our Cartosat small satellite, nanosat and microsat and 28 customer satellites,” A.S.Kiran Kumar, Isro’s chairman said to loud applause within the command centre.The success of Friday’s launch comes about four months after Isro’s PSLV-C39 failed following a technical snag involving the heat shield.
“The last launch on the PSLV, whatever heat shield problems we had faced, the committees went through rigorously and then found corrective measures that were required to make the system more robust and today what has happened vindicates that the problem is properly understood and rectified and we are extremely happy to provide a new year gift to the country with Cartosat series,” Kumar said.
The 710 kg Cartosat-2 series satellite for earth observation and 30 co-passenger satellites together weighing about 613 kg at lift-off.The co-passenger satellites comprise one Microsatellite and one Nanosatellite from India as well as 3 Microsatellites and 25 Nanosatellites from six countries, namely, Canada, Finland, France, Republic of Korea, UK and USA. The total weight of all the 31 satellites carried onboard PSLV-C40 is about 1323 kg, according to information provided by Isro.

The Unique Identification Authority of India (UIDAI) on Wednesday put in place a two-layer security mechanism to reinforce privacy protection for Aadhaar ID number holders. It introduced a virtual identification for the ID holders so that the actual Aadhaar number need not be shared to authenticate identity. It also places more restrictions on the storage of the Aadhaar number within various databases.The idea behind the changes is to address privacy concerns which have resulted in a legal challenge to Aadhaar in the Supreme Court, and to also prevent potential misuse of an individual’s Aadhaar details.
UIDAI has been under the scanner over the past few months over allegations of access of personal information by random entities without the consent of individual Aadhaar holders.The virtual ID will be a 16-digit random number mapped with the Aadhaar number. It can only be generated, replaced or revoked by the Aadhaar number holder from time to time.“It will not be possible to derive the Aadhaar number from the virtual ID,” a circular issued by UIDAI said.Till now, a person had to give his/her 12-digit identity number along with other attributes (demographic and/or biometrics and/or through a one-time password) during authentication or e-KYC (know your customer) for accessing various benefits and services from service providers such as banks or telcos.
UIDAI also introduced the concept of a limited KYC category which does not access the Aadhaar number. To enable this, UIDAI has introduced two categories of an Authentication User Agency (AUA)—an entity engaged in providing Aadhaar-enabled services.
The limited KYC category is a ‘Local AUA’, compared with a ‘Global AUA’—which will have access to e-KYC using the Aadhaar number.An AUA may be a government, public or a private legal agency registered in India, using Aadhaar authentication services provided by UIDAI.To enable the ‘Local AUA’ to uniquely identify customers in a limited e-KYC environment—since the virtual ID is a temporary number and storage of Aaadhaar is restricted—the UIDAI is launching a token mechanism. In response to an authentication request from a ‘Local AUA,’ UIDAI would return a unique identity token--a 72-character alphanumeric string that will only work in the ‘Local AUA’s’ system.
Experts welcomed the changes initiated by UIDAI to enhance security and protect privacy.“If someone authenticates you, they will only have the virtual number, and even if their database gets hacked all that gets lost is the virtual ID number which doesn’t put you at risk because you can always change this number,” said Rahul Matthan, partner at law firm Trilegal and a Mint columnist.“Aadhaar is here to stay! Happy that the @UIDAI has introduced virtual ID and limited KYC in the spirit of continuous innovation to enhance privacy and security,” former UIDAI chairman Nandan Nilekani tweeted on Wednesday.
UIDAI will be releasing necessary APIs (Application Programming Interfaces) by 1 March and all agencies have been directed to make the necessary changes for the use of virtual ID, UID token and limited KYC and operationalise it by 1 June.
“If virtual IDs are made mandatory (and they aren’t) that would address the privacy concern of multiple private entities being able to create detailed profiles of you by using your Aadhaar number.
But it wouldn’t address concerns people have relating to security, to exclusion from benefits, to the centralized biometric database, nor to Aadhaar facilitating various governments gaining an overall view of your life,”said Pranesh Prakash, policy director at the Centre for Internet and Society, a Bengaluru-based think tank, pointing out the other gaps to be addressed in the Aadhaar infrastructure.

Defence Minister Nirmala Sitharaman took stock of the progress in implementing the ambitious reform process in the Indian Army under which nearly 57,000 officers and other ranks are being redeployed to enhance the combat capability of the force.The government in August had unveiled an ambitious reform initiative for the Indian Army based on recommendations of a committee headed by Lt Gen (retd) DB Shekatkar which was tasked with suggesting steps to enhance combat capability of the armed forces.
Sitharaman on Wednesday reviewed implementation of the reform process at a high-level meeting attended by Army Chief Gen Bipin Rawat, Chief of Air Staff Air Chief Marshal B S Dhanoa and top officials of the defence ministry, official sources said. While accepting the panel’s 65 recommendations dealing with the Army, the government had left 34 suggestions relating to tri-services issues.In the meeting, Sitharaman also discussed ways to implement some of the 34 recommendations of panel whose implementation will impact all the three services. One of the major recommendations of the Shekatkar committee was appointing a tri-service chief and government is yet to take a call on it.
The sources said a number of issues including operational preparedness of the forces also figured in the meeting. Gen Rawat briefed the defence minister about steps taken to implement the reform process in the Army. The reforms in Army will involve redeployment and restructuring of approximately 57,000 posts of officers, junior commissioned officers and other ranks and civilians. Army sources said around 31,000 civilian staff will be redeployed including in new formations, adding reform will be carried out in the force’s education corp as well. The Shekatkar committee was appointed in May last year and it had submitted its report in December.
Army sources said optimization of signals establishments, closure of military farms and army postal establishments in peace locations as well as restructuring of repair echelons in the army including base workshops will also be part of the extensive reform exercise. There will be enhancement in standards for recruitment of clerical staff and drivers in the Army as also steps will be taken to improve the efficiency of the National Cadet Corps.

With an "ambitious government undertaking comprehensive reforms", India has "enormous growth potential" compared to other emerging economies, the World Bank said today, as it projected country's growth rate to 7.3 per cent in 2018 and 7.5 for the next two years. India, despite initial setbacks from demonetisation and Goods and Services Tax (GST), is estimated to have grown at 6.7 per cent in 2017, according to the 2018 Global Economics Prospect released by the World Bank here today.
"In all likelihood India is going to register higher growth rate than other major emerging market economies in the next decade. So, I wouldn't focus on the short-term numbers. I would look at the big picture for India and big picture is telling us that it has enormous potential," Ayhan Kose, Director, Development Prospects Group, World Bank, told PTI in an interview. He said in comparison with China, which is slowing, the World Bank is expecting India to gradually accelerate. "The growth numbers of the past three years were very healthy," Kose, author of the report, said.
In 2017, China grew at 6.8 percent, 0.1 per cent more than that of India, while in 2018, its growth rate is projected at 6.4 per cent. And in the next two years, the country's growth rate will drop marginally to 6.3 and 6.2 percent, respectively. To materialise its potential, India, Kose said, needs to take steps to boost investment prospects.There are measures underway to do in terms of non- performing loans and productivity, he said. "On the productivity side, India has enormous potential with respect to secondary education completion rate. All in all, improved labor market reforms, education and health reforms as well as relaxing investment bottleneck will help improve India's prospects," Kose said. Noting that India has a favourable demographic profile, he said it is rarely seen in other economies.
"In that context, improving female labour force participation rate is going to be important. Female labour force participation still remains low relative to other emerging market economies. Bringing force right now idle outside of the productive activities will make a huge difference," he said. Reducing youth unemployment is critical, and pushing for private investment, where problems are already well-known like bank assets quality issues...If these are done, India can reach its potential easily and exceed, Kose asserted. "In fact, we expect India to do better than its potential in 2018 and move forward," he said. India's growth potential, he said, would be around 7 per cent for the next 10 years.
The Indian government is "very serious" with GST being a major turning point and banking recapitalisation programme is really important, Kose said. "The Indian government has already recognise some of these problems and undertaking measures and willing to see the outcomes of these measures," he said. "India is a very large economy. It has a huge potential. At the same time, it has its own challenges. This government is very much aware of these challenges and is showing just doing its best in terms of dealing with them," the World Bank official said. The latest World Bank growth estimate for 2017 is 0.5 per cent, less than the previous projection, and 0.2 per cent less in the next two years.
"It is slightly lower than its previous forecast, primarily because India is undertaking major reforms," Kose said. These reforms, of course, will bring certain policy uncertainty, he said, "but the big issue about India, when you look at India's growth potential and our numbers down the road 2019 and 2020, is that it is going to be the fastest growing large emerging market." "India has an ambitious government undertaking comprehensive reforms. GST is a major reform to have harmonised taxes, is one nation one market one tax concept. Then, of course, the late 2016 demonetisation reform was there. The government is well aware of these short-term implications," Kose said. He said there might have been some temporary disruptions but "all in all" the Indian economy has done well.
"The potential growth rate of the Indian economy is very healthy to 7 per cent. I think the growth is going to be at a high rate going forward," the World Bank official said. The big question is whether Indian policymakers would, under the necessary reforms, push its potential growth up, Kose said. "So far we have seen ambitious policy initiatives and implementation like GST. And we have all the reasons to expect this government to continue economic policies to create friendly environment for businesses and push its growth potential up," he said.
In a South Asia regional press release, the World Bank said India is estimated to grow 6.7 per cent in fiscal year 2017-18, slightly down from the 7.1 per cent of the previous fiscal year.
This is due in part to the effects of the introduction of the Goods and Services Tax, but also to protracted balance sheet weaknesses, including corporate debt burdens and non- performing loans in the banking sector, weighing down private investment, it said.

Indian-origin actor Aziz Ansari finally took home the Golden Globe this year as he emerged winner in the Best Performance by an Actor in a Television Series Musical/Comedy category for his role in "The Master Of None".
The 34-year-old actor said he was elated on his first win at the annual awards as going by the websites he thought he had already lost the award this year too.
"I genuinely didn't think I would win as all the websites said I was gonna lose. Also, I am glad that we won this one.
To lose two of these in a row would have been a really sh***y moment for me. But this is nice. The only reason my acting is good on the show is because everyone holds me up," Ansari said in his acceptance speech.
"I want to thank Italy for all the amazing food we ate on season two," he joked.
The actor also thanked his parents for their support.
Ansari was nominated in the same category for the Netflix show "The Master of None" in 2016.
He was up against Anthony Anderson of "Black-ish", Kevin Bacon of "I Love Dick",William H Macy of "Shameless" and "Will and Grace" star Eric McCormack.

Australia’s bowling attack – the potency of which has been one of the main points of difference between the two sides – mopped up the last four batsmen at the cost of just 36 runs after the break at Sydney Cricket Ground. “It has been a great couple of months. The cricket we have played has been outstanding,” said Australia captain Steve Smith. “We have been able to take 80 wickets in four Test matches. We have just been able to get on top and win those key moments and not let them back in the game, which is crucial.”

Root received an ovation when he came out to resume his innings and had soon secured his 37th Test half century with three runs to fine leg. Facing all-round criticism for raking in a windfall profit of over Rs 1,771 crore from customers in penalty for non-maintenance of monthly average balances in their savings accounts, SBI today said it is looking at revising minimum balance amount and penalty charges.The country's largest lender which has over 402 million savings account holders, had reintroduced monthly average balance (MAB) charges from April 2017 after a gap of five years. Accordingly, the bank demands Rs 5,000 in MAB in metros and Rs 1,000 in rural accounts, failing which it charges a penalty.As a result, between April and November 2017, the bank had netted a windfall of Rs 1,771.67 crore, which is more than its second quarter profit, as penalties from customers for non-maintenance of MAB, a finance ministry data."A review of the monthly average balance is something we've been looking at continuously since we had brought it back in April and we have already brought it down in October a bit. Now we are in the process of reviewing it again," MD for retail and digital banking PK Gupta told reporters here today.He said the bank is doing a comprehensive review of the MAB and penalty for non-maintenance of the same, based on the feedback it has received and will soon announce it.Currently, the bank has a MAB of Rs 3,000 for the metro and urban accounts and the non-maintenance penalty varies Rs 30-50 plus taxes.For semi-urban and rural branches, the amount is fixed at Rs 2,000 and Rs 1,000, respectively and the penalty for non-maintenance is in the range of Rs 20-40 plus taxes.SBI has close to 40.5 crore saving bank account customers.SBI had reintroduced monthly average charges from April 1, 2017, but had to revised downwards the penalties for non-maintenance of the minimum balance from October 1, after facing backlash from customers.While between April and October, the MAB was Rs 5,000 for metro accounts, which was brought down to Rs 3,000 per account. The penalty was also reduced from Rs 50-100 to Rs 20 -40, plus taxes.The bank recently said on an average balance of Rs 3,000 in the metros, SBI earned only Rs 6 a month whereas for a minimum balance of Rs 1,000 in rural, it earned on Rs 2 per month which is meager compared to the services offered and the corresponding costs incurred by the bank (free cheque books, 8 free ATM transactions, free branch transactions).The bank had said savings bank accounts such as Prime Minister's Jan Dhan Yojna, small accounts and basic savings bank deposit accounts, pensioners, minors and all social beneficiary accounts are exempted from MAB requirement and no charges ever have been recovered.

Indian cricket team captain Virat Kohli and his predecessor Mahendra Singh Dhoni are among the top players who are retained by their respective IPL franchises, Royal Challengers Bangalore and comeback outfit Chennai Super Kings respectively. The Indian Premier League (IPL) will be entering its 11th season this year and the deadline to submit the list of retained players was January 4. As per the latest guidelines issued by the IPL governing council, each team was allowed to opt for up to five players by virtue of a combination of Player Retention (Pre Player Auction) and Right to Match (RTM) (during the Player Auction).
Among these players, there can be a maximum of either three retentions or three RTMs at the discretion of the franchises and if there is no retention before the player auction, then franchises can have up to three RTMs, as per the norms put in place by the IPL GC.The break-up is: Maximum number of 3 capped Indian players, 2 overseas players and 2 uncapped Indian players each. The player retention price guideline for salary cap charged has also been set as Rs 33 crore (for 3 players pre auction), Rs 21 crore (for 2 players pre auction) and Rs 12.5 crore (for 1 player retained pre-auction).The council also revealed that each team can consist of a maximum number of 25 players (up to 8 overseas players) and a minimum of 18. The player pool available for CSK and RR for retention/RTM will be the players who played for them respectively in IPL 2015 and who were part of Rising Pune Supergiant and GL squads in IPL 2017, as per the norms.
This year, the salary cap has also been increased from Rs 60 crore to Rs 80 crore and will increase to Rs 82 and 85 crore respectively in 2019 and 2020. However, the minimum spend has been fixed at 75 percent of the salary cap for each season.Among the top Indian players, MS Dhoni returned to Chennai Super Kings with Suresh Raina and Ravindra Jadeja, Virat Kohli stays with Royal Challengers Bangalore while Rohit Sharma will once again lead the Mumbai Indians. Hardik Pandya was retained by Mumbai Indians while young Shreyas Iyer will once again represent the Delhi Daredevils. However, some veterans like Gautam Gambhir, Yuvraj Singh and Harbhajan Singh were released by their respective franchises.The surprise packages of the retention were Punjab’s Axar Patel, Bangalore’s Sarfraz Ahmed and Delhi’s Chris Morris.
